Employer of Record (EOR) services have become a strategic imperative for globalized and modern companies. As businesses pivot toward crossborder expansion and remote-first models, these services enable companies to recruit, onboard, and pay international employees without the need to have a legal entity in each operating country. While bridging the gap between the need for global talent and regulatory, financial, and logistical complexities, Human Resources Mexico S de R L started its journey by establishing an EOR in Mexico for USA companies.

1. What was the inspiration behind the development of this business idea?

FDFII: I was in the PEO business in the USA for 20 years. In 2008, I saw the economic situation in the USA worsen before the 2008 crash. Since I had done business in Mexico on and off for many years and knew the language, I decided to diversify myself and try something completely new. I knew that there were cultural business differences between the USA and Mexico, not to mention the language barrier. I felt that I had a good chance at success, establishing an EOR in Mexico for USA companies, taking on the full responsibility of employment in Mexico, and the client would only need to focus on their business goals in Mexico.

2. HRM Mexico is the most trusted Employer of Record (EOR)/ PEO in Mexico, serving over 200 companies globally, and has hired and managed more than 700 employees. What makes the company unique to become the best EOR/PEO in Mexico?

FDFII: HRM is the only EOR in the world that considers both employees and companies as clients. Without employees, we have no business, and without companies, we have no business. HRM provides a red carpet, first-class service experience to both client employees and client companies. Additionally, HRM is the only EOR with a clear, simple markup and presentation of the total cost in a transparent manner to our clients from the very beginning.

3. Give a brief overview of the company and its fundamental objectives.

FDFII: First and foremost, Human Resources Mexico offers EOR services in Mexico with a physical office and an expert Mexican team. HRM is the Gold Standard for Senior Hiring in Mexico. We are a boutique Employer of Record (EOR) specializing in high-compensation profiles with a minimum 550K MXN gross salary. We are EXCLUSIVE TO MEXICO, 100% the employer, REPSE registered, and offer 100% compliance within Mexico. We offer public-facing red Carpet Service for Senior Profiles.

4. Could you please tell us about the services Human Resources Mexico S de R.L. provides?

FDFII: HRM is completely different from the global EOR companies that sell technology and their platform as the basis of their service. HRM focuses on providing public-facing access to human resources services to all of the employees. HRM doesn’t just process payroll and handle compliance. We can provide company cars, homes, laptops, cell phones, gas cards, toll road cards, and whatever work resources an employee needs to be successful in Mexico. We have been doing this since day one, 16+ years.

5. What strategies help the company compete in the market?

FDFII: Human Resources Mexico has been able to compete against the global players in Mexico because we offer a red-carpet service. We are the only EOR in the world that treats both companies and employees as our clients. We spend a lot of energy providing first-class service to the client companies and the client employees. My philosophy from the beginning was and is that without a client company, we have no business, and without the client employee, we have no business. So, we take care of both of them exceptionally well. We even provide tax-deductible, interest-free loans for our employees.

6. How is the business ensuring an innovative and collaborative work culture?

FDFII: I had a business mentor over 35 years ago, whom I worked with. One day, I asked him why he was always so generous with the salespeople who worked under him. He would buy gas, buy new tires, help them get the car fixed, take them to dinners, etc. I will never forget what he told me. He said, Franklin, you always need to ‘LIFT UP’ those around you. Never keep them down. If you lift someone up and help them to be successful, you will always come out in a good position. Because one day, you might be working for them. I will never forget this.

I lift my employees up. I treat them like gold. I cook for them and try to provide economic and job security for them. I am always honest and transparent with them. In return, they try to do their best for the company, and they trust me.

As for management style, I try to give my employees the space they need to do their work. Listen to their suggestions and ideas. I am a hands-off manager in many ways. I step in more to double-check important communications to the clients and the government agencies.

7. How is Human Resources Mexico S de R L. leveraging technology to offer its solutions?

FDFII: Human Resources Mexico leverages technology for internal automation and constant improvement of internal processes. Removing as much internal “friction” as possible to be more efficient. Regardless of technology, an employer will always need to provide human services to humans. Employees have more needs than just getting paid. Remember, a happy, secure, and confident employee will put a positive face for the clients of our clients.

Our philosophy within HRM is to provide a human experience for both our client companies and client employees. We use technology internally to be more efficient. We also introduced the Mexico EOR Specialist AI Chatbot. An AI tool 100% trained on law and real employment practices in Mexico. No hallucinations.

8. In what ways do you think Human Resources Mexico S de R.L. influences industry standards and emerges as an influential company?

FDFII: This is a good question. I personally believe that HRM holds the global players to a higher standard. Most global EORs depend on a tech platform to deliver services. Mexico is a much too complicated space to run employment through a single global app. We are not the biggest EOR, but we are the gold standard.

9. What plans does the company have for the future?

FDFII: I see HRM evolving over the next few years via internal automation and constant improvment of internal processes. Removing as much internal “friction” as possible to be more efficient. We do not plan on providing new services; we plan on continuing to be the “Boutique Service Firm” for clients who want the employees to be hired in Mexico to receive top-notch services. Remember, a happy, secure, and confident employee will put a positive face for the clients of our clients.

I always use the analogy that there are millions of VW vehicles (Global EORs), but that doesn’t mean that VW vehicles are the best cars. There are fewer Lamborghinis compared to VW vehicles. Obviously, the Lamborghini is a better car. As an analogy, HRM is the Lamborghini dealer, and we serve Lamborghini clients.
