Breaking the grounds in biopharmaceutical research for over 30 years, Dr. Shun Luo has been a pioneer of serum-free cell culture media in China. While serving multiple roles in the scientific research, technology, and product development fields for several multinational enterprises, he gained considerable experience in formulating R&D strategies and managing technical teams. Winner of the Technological Innovation Award at Amgen in 2010, Dr. Shun Luo reignited his idea of restarting his entrepreneurial journey. Recognizing the heightened demand for innovative biopharmaceutical technologies in China, but a lack of a suitable path, Dr. Luo established JS Biocsciences Co. Ltd. (JSBio) to fill the gap for the production of serum-free cell culture media in China.

Academic & Professional Backbones
Dr. Luo got his Ph.D. in Microbiology and Immunology at Virginia Tech. He was trained as a postdoc at the Department of Biological Chemistry and Molecular Pharmacology, Dana-Farber Cancer Institute, Harvard Medical School. Dr. Luo began his industry career as Principal Investigator at Ares Serono Group. Later, he worked for Beckman Coulter, JRH/SAFC Bio, Genentech, and Amgen with increasing responsibilities for scientific staff and the executive management teams. His career spans discovery research, technology, product development, late-stage process development, and commercial operations. Dr. Luo founded GeneXP Biosciences in Boston with VC funding. He was awarded more than 20 patents issued in the US and China, including human FcγR III Polymorphic Isoforms.

Talking about the core leadership principles guiding his leadership at JSBio, Dr. Luo mentioned three guiding principles:
1. Innovation: Adapting to the rapidly changing market and continuously promoting innovation is essential. Only with bold, creative ideas that align with industry trends can enterprises and society move forward.
2. People: Dr. Luo views every employee as vital to the team’s success, inspiring proactive participation and self-driven leadership at every level.
3. Execution: He insists that ideas must be put into action—no plan should remain theory. By uniting people, strategy, and operations, the company accelerates real progress.
A People-Oriented Leadership
According to Dr. Luo, “Biopharmaceuticals is an industry driven by innovation, and talent is the most crucial productive force, and we have never changed the focus on our talent strategy.” Under his leadership, he helped JSBio evolve as one of the leading biopharmaceutical companies by nurturing and engraving the concepts of “people-oriented and valuing talent” into the corporate DNA. By creating an open and inclusive corporate culture that empowers growth, the company recruited top talent across all its operations and established a talent cultivation system featuring “personalized career development paths + diversified incentive mechanisms.”
Its “quality-first” approach is the lifeline of the enterprise. It follows the highest international standards and has established a closed-loop quality management system covering the entire process from research and development, raw materials procurement, production and manufacturing, to product release.
A Leader of Vision
Dr. Luo believes leaders must stand high enough to have a broader vision. The ability is essentially a combination of perspective, cognition, and judgment. It is equally important to have the meticulousness and patience to handle the details at a slower pace. He argues that leaders need to formulate feasible plans and show patience as they guide the team to gradually overcome obstacles and move forward. They should avoid mistakes but not fear them, learn from each success and failure, and adjust their next steps as needed.
The Must-Have Attributes of Modern CEOs
He believes character is more important than a CEO’s ability. First, he suggests unselfishness or a sense of the bigger picture as the major attribute of modern CEOs. As an enterprise leader, CEOs must make selfless contributions and sacrifices. Secondly, persistence is the key, especially for an entrepreneur. Thirdly, he advises CEOs to be motivated by curiosity and to explore the unknown.
Combating Hurdles
While navigating challenges, Dr. Luo demonstrated high tolerance, resilience, and people development as his defense strategies. Viewing failure as the norm, he replaced “zero errors” with “quick correction” during the product development process. Avoiding the easy way, Dr. Luo never shied away from the fact that a good manager is the guiding light for all the employees, building resilience as his weapon against uncertainties. With his ability to make people, he enabled employees, partners, and clients to achieve a win-win situation, a positive mechanism promoting the industry’s development.
Innovation in Cell Culture Media
In 2011, cell culture media (key raw material of the biopharmaceuticals industry) were entirely dependent on imports. This reliance brought significant uncertainties and risks to the entire biopharmaceutical industry in China. To address this situation, Dr. Luo integrated innovation into the strategy and resource allocation. The manufacturing site in Nantong, Jiangsu Province, was awarded the title of Intelligent Manufacturing Factory in 2024 and 2025, respectively.
He has also built a “science-driven and rapid iteration-oriented” organizational culture. JSBio has demonstrated the effectiveness of its continuous perfusion technology through a series of process optimizations for the manufacturing of Convidecia®, a single-dose viral vector COVID-19 vaccine, developed by CanSino Biologics in 2020.
Manifesting Future
After more than 10 years of entrepreneurship, Dr. Luo has remained true to his original aspiration. He is willing to share his knowledge and experience without reservation for the biopharmaceutical industry’s development. Dr. Luo aspires to lead the holding company of JSBio, namely Thousand Oaks Biologics Group, to complete its listing. In the future, he also holds the vision of expanding service and supply, from Asia to the rest of the world. Dr. Luo also plans to strengthen the connection between the two major sections of the group, CRDMO services and cell culture media supply in Europe and America.
The scarcest resource for a CEO is not ability, but attention. Invest your time, resources, and energy only in what creates long-term value. Less is more; focus makes strength.
